It was officer Chris Outlaw's night off,and he stopped at Wendy's to eat, when he saw a wanted man. Sixteen year old Johnathan Owens, who was supposed to be under house arrest with an ankle bracelet, was out, without the monitor. I don't know if Officer Outlaw was aware that this was a repeat offender, but just the fact that he knew him on sight, is a real good indication that they might have run into one another before. Anyway, Chis identified himself as a police officer,and Owens ran, and the officer gave chase. Across the street Owens ran, and into a parking lot, and then abruptly turned around, and produced a gun, pointed it at the officer,and then, squeezed the trigger,but nothing happened, so he tried it again, and again, the gun would not fire. By this time, Officer Chris Outlaw was able to take the young offender into custody. Not only for the original offence of being out without the ankle monitor while under house arrest, but now, also, for attempted murder of a police officer! The whole story beggars investigation, as to why an operational firearm, fully loaded, did not fire. Our local news reporters seem to think the whole thing boils down to one unalterable fact. That being, Officer Chris Outlaw, is a local hero, giving of his off duty hours to mentor youths in the area schools and playground programs, to keep kids from going the same way Johnathan Owens has gone. And, that being the case, someone has been protecting him, so that he can continue all his good work.
Mr. Owens is being held for attempted murder on a Million dollars bond.
